Kurzbeschreibung: A NATO ARW is a forum for advanced level, intensive discussions between qualified experts from different countries and research sectors. The workshop on Identity, Security and Democracy addresses the challenges posed to society by automated systems for human identification. The spectre of an
omnipresent authority overseeing every step of an individual’s daily life has haunted citizens from their first reading of Orwell’s 1984 in the middle of the last century, and was brought into a more vivid visualization in Spielberg’s movie Minority Report. Yet this perspective is no longer science fictional. Automatic Identification Technology (AIT) systems are being deployed in many countries for widespread citizen identification, for
purposes ranging from benefits entitlement, payments authorization, immigration control, and election management.

The workshop will provide a flexible framework within which to discuss and debate the ethical and social impact of AIT. We aim to gather information from different perspectives and provide a pluralistic picture of the issue. The workshop will allow a full exchange of opinions to take place and promote open
debate among participants. The main topics will be introduced by the key speakers in their 30 min talks followed by 1 hour discussions prompted by frontline discussants. The presence of all participants during the entire duration of the ARW is requested. The intention is to establish an effective interaction between participants, which is only possible is all participants stay for the full duration of the meeting.
