A full appreciation of the impact of empowered citizens on health care management, both at macro and at micro level, is still lacking. Researchers and practitioners need to investigate more carefully the implications of new citizen attitudes in healthcare. Will empowered patients be the driver of future health care systems? Or, alternatively, will citizen empowerment lead to less rationality in policy and decision-making processes? Are healthcare systems genuinely responding to patients as pro-active consumers? Or they are simply making cosmetic changes that do not alter the traditional dominance of healthcare providers?
These questions, among others, will be explored during EHMAs 2004 conference. In addition to the parallel sessions described below, this years programme includes two innovations designed to encourage and facilitate greater debate among participants 3 discussion fora where there will be no formal papers, and a highly interactive Delphi-like final session which will provide an opportunity to explore the implications of citizen empowerment for managers and policy makers.
